Urban Cleanliness (Solid Waste Management)

    Management of solid wastes, an essential service and an obligatory administrative function of urban bodies, has to be given a top priority. Unscientific handling and disposal affects the environment and the health of the citizens. The worst affected are the poor. With continuing urban growth the situation has become critical. Low financial or human resources, institutional weakness, poor technology and public apathy towards cleanliness are often cited a as the reasons for unclean cities. The Nirmala Nagara Programme proposes to develop a scientific system of waste segregation, collection, and disposal, by the cities in Karnataka. It expects to do this by instilling good management practise, infusing technology and by bringing in appropriate human and other resources.

             The programme will be undertaken in two stage in the First phase a public campaign will be launches to raise awareness about cleanliness. A massive effort will be launched to clean up the town/cities. The campaign will involve citizens, NCC, NSS, school children, government employees, local elected representatives and several others. During this phase, existing human resources will be revitalised to deliver. In the second phase, implementation of the scientific waste management practices will begin. The phase will include promotion of segregation of waste at household level; door-to-door waste collection; secondary storage and transportation of waste; composting or inertisation of the organic waste and sanitary landfills.

Present Scenario of Solid Waste  Management in Harihar City

  1. Profile of Harihar city, located in the central part of Karnataka has population of 75042 ( as per 2001 census) with decadal growth of 25%.  Projected population of the city for the current year approximates to 87000.  Waste generated in the city amounts to 22 TPD with  the waste generation rate of 250 g/capita/day.

An action plan prepared in compliance with  the Municipal Solid Waste (Management &Handling ) Rules-2000 & guidelines of Integrated Solid Waste Management – state policy, is approved by the Directorate , which has released Rs.32.49 lakh for the procurement of tools, equipments & vehicles required as per the approved action plan.

 3.     IEC activities,  Information, Education & Communication activities play major role  in the participation of various stake holders in the process. For conducting the activities through NGO's,  the directorate has released Rs. 0.49 lakh in the first phase for which activities like motivating the public by door to door visit, distributing pamphlets, displaying banners & boards were carried out.  In the second phase directorate has released  Rs.1.75 lakh, for which  action plan has submitted to  DUDC   for administrative approval.    

 4.   Primary collection,   of waste from the door step is being carried out through SHG's.

         a)     Nimishamba  group:    Vijayanagr, Labour colony, KR nagar, Hamsagar compound.

         b)     Shivani    group      :    JC extension I main to IV main

         c)     Mahalasa  group     :     Kurubara oni, Hosapete beedi, marata galli, kote area, havalada beedi.

         d)     Annpurna group     :      Kumbaraoni, Ladwa oni

 5.   Secondary collection & transportation,    ULB has procured 19 no. of 3m3  containers ( including three replacement containers)  placed at following locations:

          i)      Labour colony               ii)    KR nagar                            iii)        MKET school

          iv)    Gandhi nagar                v)    Near court                            vi)        janata bajar

          vi)    Doddibeedi market       vii)   Temple road                     viii)       Tahasildar street

          ix)    JC extension  II main    x)    JC  extension III main         xi)       JC extension IV main

          xii)  JC extension   V main    xiii) Shimoga road market        xiv)      Raghavendra mutt

          xv)  Anjuman church             xvi)  Lower mohalla.

 These containers are transported through tractor placers on alternative days. In the remaining areas secondary transportation is carried  out through tractor trailers through community bins.

 6.   Treatment & disposal,   Directorate has released  Rs. 59.725 lakh for the purchase of land. Under which 20 acre 23 gunta land  at mahajenahalli sy.no. 76, 75 p2 and 6 acre & 16 gumta at mahajenahalli sy.no.24/2 is purchased for disposal 7 treatment of waste.

            For the development of land Directorate has released Rs.35.10 lakh, under which following developmental activities were taken up at mahajenahalli site  :

i)                     Construction of compound  Rs.19.50 lakh

ii)                     Formation of approach & internal roads              Rs. 13.50 lakh

iii)                  Construction of watchman shed                             Rs.    1.40 lakh

iv)                 Water supply                                                                                Rs.    1.40 lakh

v)                   Electrification works                                              Rs.    4.10 lakh

vi)                 Plantation                                                                      Rs.   1.50 lakh

    

   Disposal of the waste is being done by pit based landfill method. For this  purpose JCB has been hired on hourly basis @ Rs.750.00/ hour.  The waste is being filled in the pits of dimension 150 ft x 40 ft x 5 ft. & covered with soil layer.
